Synthetic Drugs such as "2C-E", "2C-1", "Plant Food", "K-2" and "Bath Salts" have quickly become a dangerous and growing problem in Winona County and throughout the State of Minnesota. Legislators have worked vigorously to pass bills making it illegal to posses and manufacture these drugs, however drug manufacturers have managed to stay one step in front of law makers by slightly altering the chemical makeup of these drugs. The CJCC has supported legislators' efforts and have made it a top initiative to inform the Winona County Community of the dangers these drugs pose and the harmful effects associated with these drugs.
On May 24, 2011 Minnesota Governor Mark Dayton, signed the Omnibus Drug Bill which adds "2C-E", "2C-1", "Plant Food" and "Bath Salts" to the list of Schedule I controlled substances in state statute. Sale or possession will be subject to the full range of penalties up to and including a felony.
