In September of 2009, the Minnesota Department of Public Safety - Office of Justice Programs recently awarded Winona County a $386,210 grant for the Community Assessment and Reintegration (CARE) Program developed by the Criminal Justice Coordinating Council. The CARE Program is an inmate re-entry program designed to prevent recidivism which utilizes best practices in the re-entry field including comprehensive case management, coordinated service delivery and mentoring.
